Project Description
Newmains & St. Brigid’s Community Hub project forms part of the North Lanarkshire Council (NLC) estate development programme and is a new shared campus comprising of a denominational and a non-denominational Primary School together with a Family Learning Centre accommodating 484 primary pupils (242 per school) and 88 nursery pupils. The Community Hub includes an all-weather 11-a-side sports pitch, Primary and Early Years playgrounds which incorporate opportunities for outdoor learning and well-being as well as staff / visitor parking and drop-off zones for cars and school buses.
Our Role / Scope
Doig+Smith were appointed to provide Project Management, Cost Advisor, Principal Designer and Technical Advisor services on the project. We navigated through the Pre-Construction Stage to produce an Intelligent Brief, develop the project budget and manage the preparation of the Authority Requirements, and managed the project successfully thought the construction stage to deliver the building to the clients satisfaction.
During the Pre-Construction Stage D+S managed stakeholder and community engagement, programming and formal reporting, inclusive of risk assessment, management and mitigation. The stakeholder and community engagement commenced with in person sessions and workshops and were then developed into online sessions with these groups due to the Covid-19 pandemic. From a cost perspective D+S developed the cost plan in conjunction with the Contractor and reported on costs against the budget. D+S also managed the pre-construction cashflow and provided construction phase cashflows in conjunction with the Contractor.
As the design developed and a design freeze was achieved, Doig+Smith developed and managed the procurement programmes to ensure the project was market tested beyond the 80% market testing criteria and that Financial Close was achieved with a project that delivers best value, did not breach the Clients budget and the Contract value was established and agreed.
As we moved into the construction stage, Project Manager, Cost Advisor, Principal Designer and Technical Advisor services were all continued.
The Project Manager was responsible for the continued monitoring of the construction programme and the management of the Contractor to ensure the Authorities Requirements were met. We were also contract administrators on behalf of Hub South West, ensuring change control was managed effectively.
The Principal Designer was responsible for reviewing and commenting on the Construction Phase Health and Safety Plan, carrying out risk assessments, reporting to the Client and continued to liaise and work in conjunction with the Contractor to complete the Health and Safety File.
In terms of the Cost Advisor, our role was to attend progress meetings, carry out monthly valuations and cost reporting and proactively manage any change controls.
